As you probably guessed, the song is about the UFO crash in Roswell. I believe that the meaning behind this song is that instead of covering up the incident due to a national security threat, we should have researched the UFO and attained new science and physics laws or ideas from the incident.
Also, some lyrics here are wrong:

"The energy physics law
will be worthless"
and the end part (as i hear it) is:
They came to visit as a secret,
but something really happened
