To shed some light on the book this is based off of:

The main character goes to visit his cousin in a sanitarium isolated in a mountain. Everyone there is being treated for tuberculosis and death is very prominent in this place. The main character, whom only planned on stay in this place for three weeks, contracts tuberculosis and ends up staying there for seven more years. The last six years that he is there go by extremely quickly hence:

"Weeks go by like a day" Is referring to a major point within this novel, being that living such a monotone life in this secluded island makes you go into a routine that feels as though time passes extraordinarily quickly.

Although your examination about how this might be referring to drugs (Which it seems every other song now-a-days is assumed to be about drugs) is a bit off. Since "Lowlands" and "Flatlands" is what is referred to in the novel about ordinary life that doesn't rush by you, life not on the "Magic" mountain.
