Pretty self-explanatory, especaily when you consider the ongoing Iraq and Afghanistan conflicts.
For me the crux seems to be "They say there's no provisions.....", well, with the news constantly telling us how flawed the health service is, it seems the government are far quicker to invest in a war. I seem to remember the fifefights striking around the start of the Iraq war too....
