I think the song is about two things: weed and anarchism. From the first stanza there is the line "The green and black throw it up so we see ya." Green and black are the generally agreed upon colors of "green anarchists." This is backed up later in the song by the line: "Don’t need authority/rules while we go unheard" which encapsulates the central tenet of all left-wing forms of anarchism. Weed is illegal not for any legitimate reason ("It never caused no death nor disease") but because the government chooses to exert its power in that manner.
