I think the song is about two things: weed and anarchism. From the first stanza there is the line "The green and black throw it up so we see ya." Green and black are the generally agreed upon colors of "green anarchists." This is backed up later in the song by the line: "Don’t need authority/rules while we go unheard" which encapsulates the central tenet of all left-wing forms of anarchism. The other key component of the song is sweet Mary Jane. Weed is illegal not for any legitimate reason ("It never caused no death nor disease") but because the government chooses to exert its power in that manner. Moreover, weed opens minds ("You create your mind so make your mental space") by causing many people to slow things down and become more contemplative, often about important issues of social justice (another reason why weed isn't popular with the government). I think weed (a powerful means to contemplation, as well as a fun thing to do with our friends and loved ones) goes quite naturally with anarchism (the freedom for each person to choose how s/he lives his/her life, with the end goal and logical result being the spread of fairness to all people on this earth.).
