i am just putting this out there: could this be referring to TIbet?

"In their wake of disarray" "you fell in place"

it could be talking about the communism and how they were just put in place...through the confusion and force the tibetans were manipulated

"your poor disguise that fails to fool"

could be referring to China's attempt to mask what they were doing to the Tibetans

just putting that out there, although i don't think it was meant to be quite that litteral?

perhaps it can just be applied to that..
