I think this song is about a girl (whether it's from her POV or she saying it to him) and how she's feeling at the end of a relationship. She says that she finds herself falling a lot, which I think means she having trouble being happy and herself like the way she used to be when breath was easy, when they were together. But somehow she keeps onto the hope that one of these times when she's falling he'll be there to catch her. He'll come back to her and be her net and catch her and be there for her in her hard time just like he used to be. But of course he doesn't do that, he doesn't come back and catch her, so she's drowning in her loss and depression.
