This is a song about the band's Fourth of July trip to Mexico (the same trip "Corona" was written about), hence the line "Why'd I spend the Fourth in someone else's country?" Other lines seem to point out the hardships of Mexico - from sleeping in American trash to not being able to "buy a good time" to the "soldiers in the street."
This is one of my favorite Minutemen songs - from the awesome intro/outro/bridge riff where they all play in unison to D.'s soloing towards the end.
