I agree the singer is breaking up with her partner. She feels like the relationship is 'broken' and is unfixable, broken beyond repair. She actualy feels bad about telling her partner that she thinks that they should go their separate ways.

I think that means if she stays in the relationship she'll be miserable because she doesn't feel like it's meant to be, but also breaking up with the person will hurt their feelings and she doesn't want to do that either. It's like no matter what she does she will feel bad.
