When I originally read the lyrics, my first thought was that Phil was referring to people that interpret religion the wrong way. i.e. cults, and/or radicals. Islamic people are not all the same and it is unfair to say that he is referring to them because a select group are using religion to incite violence on other people. The Koran and other religous texts like the Bible are misinterpreted all the time amd used to kill people en masse. On another standpoint, these lyrics could be applied to political leaders; and how some have a huge thirst for violence. Take the Holocaust as an example of that. And on an even broader standpoint, he could be speaking to any and all people who go against what they learned as children to love everyone as equals. I agree that this song is very controversial.
