I wondered where/what it it about Ann Street, so I googled. Fascinating! Too long to quote here, but basically they have a tradition of a crazy Mardis Gras parade and week long celebration. They burned palms at their house parties, instead of at church and fires often started.
Years later, the celebration evolved into a rememberance for victims of aids and Katrina and friends, reading their names and even carrying their ashes to put in the river.

Ann St is actually in Ann Arbor, MI, near where Chris Bathgate lives. It's an ordinary street, although very very beautiful in the fall-time.
