Um, quitejaded. I don't think she would be jealous of a retarded person... And who wrote these lyrics??? It's 'dock your t's' - not 'dot your t's'. How can you dot a 't'?
It is dot your t's, as before that she says cross your i's, meaning the person confuses everything up.
I think the song is about some absent-minded genius guy, who's so lost in his own thoughts, he doesn't think about anything else.
