i always thought he was being sarcastic, calling the hooligan sweet and tender is obviously quite a contradiction, and saying he'll never do it again, well not until the next time isn't really sympathising at all, it's saying he's guilty and he'll be guilty again.
Yes that's definitely what I got from it too. It reminds me of Stop Me... because of the theme of someone apologising and promising not to do what they did again, but it's kind of clear that they will. Am I making any sense whatsoever??
