First of all, I love this song. I think it's the best one off the new album (which has plenty of great tracks). I just wish it was longer.
As for the meaning... when I think of the title "Snoopy Waves" I either think about Snoopy the dog waving "Hi" to me or sneaky ocean waves. I'm not sure which context they meant but it's nice to be ambiguous.
When you look at the lyrics, Satomi (the singer) says "Golden Week" which is a week in Japan where there are a lot of national holidays, so people have a lot more time off than normal. Since the band is from California, it makes sense that some of Satomi's friends maybe come to california for Golden Week.
Anyway, I think it's just a tribute to that nice feeling you get from hanging out with friends of vacation and having fun.
