about a prostitute that uses the name "Candy" when doin her thing on the street (talks to strangers and no one cares about her hair, just want sex from her). she used to go by jackie, what she was known as when younger and innocent, maybe Flowers is telling about some he knew that became a hooker. then i think the rest is jsut a general life story about hookers that try to get by in las vegas.

The name 'Candy' is used in Joy Ride as well, and she's supposed to be a prostitute. I think you're definately right.
