In other words, he feels he cannot proactively seek this person because he thinks that would be 'forcing' something that is meant to be. He continues to dream of this person, and for now, that suffices.
In the second part of the song, he describes what he feels this significant other of his is likely doing while waiting to meet him. It's not necessarily important what they're doing, it is only important that the person does indeed exist and is waiting for him as well.
The final part of the song is about how their 'dreams' will be all they need to get by until they do find each other. This idea suggests that there is no doubt in either of their minds that the other person is out there, they just haven't found each other yet.
Very good song in my opinion. I can connect to it well, as I am what you might call a 'hopeless romantic' in that I am not into forced connections between two people. When the magic happens, you'll know :)
