He wanted to write a song that makes people feel good about the crappy weather in a poetic way. He said he lives (or lived, i don´t know if he still lives there) near Notting Hill. Every year they have the Notting Hill Carnaval and that´s when Notting Hill looks a little bit like Rio de Janeiro. That´s why he threw a little bit of Carnaval in the song.
And then he added: just to confuse people he wrote this song in Paris.
