First I thought it was about the plague as well, but HIV/AIDS seems to make a bit more sense.
"Breeding Fast In Poverty" Well, no need to explain that I guess? If so - Take a look at Africa
"... Dormant Seed" Dormant since it takes a while to show symptoms and all that.
"Commit Slow Death" It doesn't kill you immediately and it takes a long time - But there is no way to stop it.
"Permanent Disease" Kinda the same as the two above.
"Years Will Pass Before It Can Be Cured" Well, obvious.
