When I first heard this song i was like wow this drum beat reminds me a lot of ladytron's witching hour album. Then I heard him say the words skyline and highrise and i was like!... Then he said witching hour and i was like wow this must be some type of tribute to that. So basically, I think it might be some type of tribute to them. :)
