According to Ian Dury, the song is about the thugs who would pile out of the Oval Pub while he was living at 'Catshit Mansions', his wonderful nickname for a block of plats near the Oval Cricket ground in London. It's a very accurate description of them. So i guess that solves that one doesn' it?
