i now think its a stab at a snobby, media controlling upperclass - possibly government/religion
"Gold and silver and sunshine is rising up" - very materialistic to put gold and silver before sunshine.
"pour yourself another cup of "lady gray" - they can just sit there and drink tea all day -- they are in control
"Take my hand in the meantime" -- i'm on your side don't worry - yeah, righto...
"you'll find me on the end of a runway" - fashion runway/materialistic or runway as in sending planes off to war
"tell the world that you love them in a melody, send my old piano and a telegram" - non-personal. anyone can send a telegram (were you don't have to talk to people face to face) and an old piano is a sign of wealth and status: i don't need to talk to you, here have something with my office motif on it.
"gotta get me a doctor with a remedy, i'm gonna take a walk with the monkey man" - the monkey men are the common people, or in their eyes cavemen. you need a remedy for when you get back because they are diseased and stupid
"someone tell me i'm dreaming, the freaks are rising up through the floor" - a social commentary about the lower class getting more money and power: the uneducated media fed masses are getting richer
"Everything I believe in is telling me that I want more, more, more" - the poor/other cultures, shouldn't be getting what they want, i want it, i need it, deserve it, i'm better than them.
the heebee-jeebies are fears. if you collect them aka 'bag em up high' and store them aka 'hidden in a bag' - you can acheive things. -- Keep the people in the dark, feed their fears and tell them to buy stuff
hmm i think i need to reinterpret these lyrics:

-- sounds like modern western society...
"Pour yourself another cup of Lady Grey" is about the 90s famous citation from the guys, when they talked about cocaine as a cup of tea.
