The sunset represents, obviously, the end of the relationship.
And even though throughout the song, from the POV of the woman, she anticipates his reactions to her proposal of a break-up as wanting to remain a couple - she recognises that he also sees the end.
So, she has to make the first move; they both know it's the right thing to do, despite the fact that the man may be lying to himself. She wishes to do the same no longer.
