The first verse, third line is "And he's always played the welfare world" or at least something about welfare. I think the person in that verse has depression or some mental problem, because it says he "doesn't feel like himself". And he just lets the government pay him instead of trying to get a job. (that's what I get from "just cared for a sense of self" and "disillusioned by his right")
