I think the entire song is about revolution. About how the government is falling apart and the power should go back to the people. My favorite line is "im not after fame or fortune. Im after you, When I’ve served my time I swear I will come for you" meaning that Tim would really have his message heard than get money for his music. thats the way i feel.
Also the line "But if too live, we have to be numb
I’d rather know the pain, I’d rather know" is saying that he would rather fight than live in a society where you arnt free, numb in a sense. Thats the way I take it. I would love to hear others interpretations.
