Im pretty positive that the bum is the waitress's father, but im not quite sure as to whether she knows or not, "But she notices my absence on those afternoons I don't come." line could mean she feels a connection but doesnt realise it or that she knows hes her father and like him she deep down enjoys the love hate relationship between the waitress and the bum. Overall the bum feels regret for being a bad father and feels that any form of communication between him and his daughter good or bad is good enough to piss off a waitress every day
