To me it sounds like a couple who has had something happen in the relationship to really challenge the commitment they have to each other. It sounds like she's not quite sure if she still wants to be with him (she's having trouble actually breaking up and she can't open up to him) He doesn't want to push her away but wants her to know how he feels. He doesn't want false starts thinking they'll be together and she decides she doesn't want that. He'll wait as long as she can't make a choice.
