To me it seems like this song is about two people who used to be in love/involved, but they aren't anymore. There's a lot of history there, probably some uncomfortable feelings, and maybe even an occasional longing for what used to be.
Both parties want to be in each other's lives, and despite all mixed feelings know that they are better off not dating. So they stay friends. They're re-arranged.
Sometimes talking things out only sweeps two people into an oblivion of hurt feelings. It's just better at this point to shake it off and enjoy what they have left together.
