He cares for her, but she doesn't want to be with him. Either she doesn't realize the full strength of his feelings, or she thinks of him as just a friend, or she loves someone else, or all of the above. He wants her happiness above all else but knows that he won't be the one to give it to her.
I think more of a couple.. that have hurted each other a lot.. and he loves her, but he knows he can't take care of her without hurting her.. So he let her be free to find someone else who takes care of her.
