I could be totally off on this one but to me this song is about the US government and the fear of terrorism with the movie monster being terrorists.

At first we were scared out of our minds and the mere mention of terrorism and the American people would agree to anything. But now it isn't working.
They didn't want the world to know the movie monster was mechanical.

If we realized that terrorists like Osama Bin Laden were actually mechanical caricatures created by us and that these perfectly created movie villains weren't what they are made out to be the government would not be able to take rights and increase our empire.
