Not entirely sure, but could this song be about the fight for Ireland from being under British rule? Were there any prominent Irish held in the tower of London - that could explain the lines of the middle verse; "View of some foreign city from the high window" being the view from the tower of London which has ravens on the grounds due to superstition that if the ravens ever leave the country will fall. The silent hour with worthless words could be right before thier execution - but all the same they stand behind thier cause.
The hand resting on my head makes me think of a sort of blessing. Maybe the first part is about the persons family - the young arms of a child. And the person fought so that their children could have complete freedom in Ireland, while the last part could be about the wife or his peers giving thier blessing for the singers coming actions.....
