That verse just seems to sum up the whole album - the view that what we have isn't permanent, that it'll all eventually revert back to the way it was in the beginning. As setsunamundou said, it seems to be a recurring theme on this album. At least that's how I interpret it.
Incidentally, a lot of the songs on this album seem to remind me of some of the science fiction I read... perhaps part of the reason why I love this album so much. =P
