This song seems to be about transition in one's life when a relationship has ended or changed. What I'm curious about is the title, a girl in PA, or just the feeling of needing a friend and looking at an old license plate or bumper sticker? But it does seem to fit. In Pennsylvania, "back in the day", transients used to wander through frequently and people would feed them or leave doors unlocked so they could get a drink of cold water. You've got a friend in Pennsylvania was a motto used in ads and seen on license plates. Pennsylvania is changing. Maybe that's what its about? Things change.

@Salieri I live in PA and nowadays we lock doors, and have removed the "you've got a friend" phrase from the license plates :(
