The meaning of the first line is obvious. His use of "but" makes me think that by saying "a woman sure can be a friend of mine" insinuates not just a stereotype friend as such, but a more rather personal, lover-type because he is saying he isn't ready for it, but that is not to say there isn't times when he feels he is ready.

And I just can't live without you; can't you see it in my eyes?"
Here, whether he has only just realised it or not, he knows he "can't live without" 'Sister Golden Hair'.
My take on his choice word of 'Sister' is that it doesn't necessarily imply the love or relation of a sister, maybe more of a term of indearment..
'Golden Hair surprise', obviously, she has 'golden' hair, but whether it was her golden hair that was the surprise, 'Sister Golden Hair' herself, an event that took place, or the fact that she has token hold of his love.
"I been one poor correspondent, and I been too, too hard to find
But it doesn't mean you ain't been on my mind"
So she has/had been trying to get in touch with him, whether by mail or whatnot, and can/could not find him..
But he goes on to say that although it may seem as if it is deliberate, his lack of correspondence has nothing to do with the fact of loving her or not, and he does think of her.

Will you love me just a little, just enough to show you care?"
Now, perhaps after a while, he is asking if this woman will forgive him, and even though he may not have met her at halfway before, he is willing now and is asking for her back.
Maybe the line "Will you love me just a little, just enough to show you care?" infers his efforts to find her again, and is asking for her to "love" him enough to show she cares by "corresponding" with him again.
