I suppose that could be tied to child abuse...somehow.
But yeah, it's about a "young girl (probably teenage-20's) who got hooked on heroin. The "sex trade" certainly could go alongside drug addiction (and does quite often, serving as a tool...

1) Sex workers probably comprise about 1-2% max of all heroin addicts.
2) The song doesn't ever mention sex. At all. no hints, innuendo, nothin.
If you happen to have been abused, I suppose you might see sex abuse here, but if that's the case, you probably see sex abuse in Sesame street
I believe these lyrics are about child abuse. And encouragement to stand up for yourself to stop it.
