This song is about domestic violence. The wind being the unpredictable rage that suddenly develops from the partner you love. And dies just as quickly.
It's a sensitive subject and I think it was brave to write the lyrics from the point of view of the aggressor. To me, it makes the song more poignant and emotional.
In the first three verses there are several denials, and I get the feeling it's mainly due to the shame associated rather than malice and the intention of causing more harm.
In the last verse there is admittance and a hint that the character in the song is going to deal with the problem.
Then there is the final line, which is particularly difficult to listen to when you consider the context.
