I think this is kind of an attack on organized religion. People let their god of choice govern their thoughts and lives, taking away any semblance of free will.
The line "Inferior or superior, will is that which decides" means that even if somebody is making bad decisions in their life, it's still their decision to make, which is the beauty of free will.
This solo seems really similar to the solo in Fermented Offal Discharge. In fact, I think "Symbiotic in Theory II" would have been a better title for FOD.
