He's singing about someone he's attracted to, who is very much attracted to him too... but she hides it when she 'keeps her heart so close to her chest" that it confuses him... because there's so much physical and emotional tension between them it's obvious what needs to happen. Its time for action. Yes they could keep talking, but there's been enough talking, the only way to be sure about what they're both feeling is to make it physical... no need to wait, patience is for time-wasters... they've advanced so far, there's no going back, there's no way to undo what they're feeling, and they can't ignore it either.
As he talks he sees her defenses drop for a minute and he sees a glimmer of her true self... what she truly wants (him)... but she ignores him out of guilt... she has someone in her life already that she maybe owes her fidelity... but he's like "bitch... take those panties off."
