I really don't see how it could be about a stalker... I guess that it could be an overly obsessed girl and he's referring to her messaging and stuff i.e. 'waiting for another line' and then later on 'Well I won't take this anymore' could be him just getting absolutly sick and tired of it and trying to figure out how to get rid of her...
Imo... it's about a girl that's overly protective, maybe even clingy to the point of 'You are not to see talk etc... to other girls' and he's talking about how he's sick of it, how he needs to get away from her, for his own good, but he doesn't want to 'Tell me where to go when fate won't deliver'... I don't know...
