This song is specifically about the current war in Iraq and is critical about it being a war for oil.

Why are the children all marching, Into the desert to die?

This refers to all the Coalition (and i guess Iraqi) soldiers who are being killed in the deserts of Iraq.

'Black Rain' refers to the oil that is contained in Iraq that the 'children' are dieing for their countries for.

The album cover shows Ozzy standing in front of the burning oil smoke stacks which have then polluted the atmosphere. The oil then rains down and contaminates the earth. There is a scene in the film Jarhead which shows this; you know the one where they're walking in the desert and the oil is raining on them.

So to sum up, this is Ozzy's critique of the war in Iraq killing young men and women for oil.
