I did a little research and it seems the guys are truck drivers talking on a citizen band (CB) radio. When the guy says "Breaker one niner..." he is initiating a new conversation on the CB. The smokies he's talking about refers to the police (also called bears), and when someone has their "ears on" it means they have their CB radio on. So when the guy asks if there are any "smokies with ears on" he's asking if there's a police officer listening in on the CB radio.
Truckers originally started using CB radio in the 70s after the US government lowered interstate speed limits from 70 mph to 55 mph. Truckers, however, weren't happy with the reduction in trip time so they began using CB to find out where police traps were.
Anyways, I don't really know how this contributes to the part of the song in which Liesje Sadonius is singing, but I've always wondered what they were talking about anyway.
