I think the song is like this: "There's a ghost in me, who wants to say I'm sorry." That means that the person she was before would have said I'm sorry but that person is dead but still lingers every now and then (ghost). She doesn't mean I'm sorry which is that she the person she was before would have apologized but the person she is now won't.

I believe the ghost is herself from before, that somewhere inside her she has lingering regrets, due to his present circumstances, but she doesn't regret what she's done because of where she is at in life when writing this song.
