I have to say the way I look at it it's kind of like a song about a couple that's at a point where they're fighting her insecurities. So lets say it's a guy singing to a girl.. she's at a point where he's getting in deeper to her but she doesn't want that. At this point they argue because she refuses to let him in.
With that said, he's saying that he'll never judge her, ignore her etc. So here he is, waiting patiently for her to figure out what he means to her and to tell him what he means to her. He's done everything he can, told her everything he could and now the decision of their relationship is up to her sort of thing.
