he asks to friend not to jump (suicide), telling him his emotions are fooling him, and this is not the solution.
in the video, bill appears in both situations, because he sings both. the chorus is the friend thoughts and the other parts (althought he says you) is the situation of the one who is going to kill himself.

well at first, this part of the song was kindof confusing for me, now i think it knows what it means but i'm not sure at all. the meaning i get from here is that the lost of his friend would give him (bill with jacket :p) to much pain, because he would miss him and probably would feel guilty for letting this happen, and that would driving him to madness and would make him give his life for his friend.
