I rather think this song is about a relationship or a friendship in which one of the partners turned away but never really left the other. So the relation turned to a kind of loveless routine ("We're on the same routine and still you never have the time") because no-one of the two wants to be the one to end the relation/friendship. ("When will this cycle end?") But by living this kind of not-realtin (or however you like to call it) the lyrical I gets quite bitter and begins to doubt if there was ever a real relationship between the two.
