This is just a thought and Altoid just said it, but I believe it is about the great Roman fire started by Nero (allegdly) and he then blamed it on the Christians. Subsequently he ordered that the Apian way be lined with crucified Christians, burned them alive, and had them fed to lions in the arena.
Nero was also very self serving and like most Roman emperors wanted to be worshipped as a God. "Down on our knees, we bow to hatred."
Just a thought. The song could be using Rome as a metaphor for the US, Unearth is moderately pollitical.
