this song seems to me like paul reaching out to jerry to discontinue the monotonous way of life he is living. it is "wasting him", and he "isn't getting any younger" - to paul, it is not the life he should be living, especially since at one point in time he was free, happy and unchained ("running, singing, crazy"). his older self has gone "missing".
paul is appealing to jerry to "stand up" and take control of his life again, make it what it once was, escape from his current life, "remember himself" - return to his better days.
