But he's not talking about 'Cuba' per se, he just put that as the location. He's talking about all immigrants who come to America, and their primary reasons for a better life for their children, putting their children before them. The diagnosed problems he listed aren't just of Cuba, they are of a bunch of foreign third world countries, he just picked 'Cuba' in terms of the last part, but the first part is just immigration in general.
