Actually, this is a cover of an old R&B song written by Allen Toussaint and originally recorded by Lee Dorsey. Devo may have chosen it for its blunt honesty and simplicity about blue-collar America but there's definitely not any sexual innuendo.
I agree, and because of its simplicity I always loved this song...it's my Devo favorite. And due to the decade, I doubt it would be about sex due to it's use of the word 'Lord' thoughout the song. Actually, just reading/hearing the lyrics I know it's not about sex.
