To kuronekoyama 'dock' refers to the dock in court (linked to the guilty plea) so the drowning theory loses its credability.

However, the rest of what you say is interesting and definately fits in with Morrisseys ironic humour as it would mean that the Moz is only sarcastically admitting his guilt. If it's true, then trust Morrissey turn such a tragic sounding song into a humorous one.

My hunch though is that the 'you' referred to in the song is society, and the 'crime' Morrissey is admitting to is the one of not conforming to its rules. (eg, shyness -'its safer to be inside'; not taking an interest in the hystrionics of relationships - 'emotional air-raid' and not committing to a monogomous relationship 'everybody's got somebody')
