I see it as a girl that is in a very mentally draining relationship and doesn't speak her mind until she is mentally exhausted to the point that she loses her nerve, leading into her feeling guilty and apologizing for something she didn't do rather than just "letting it roll of her back and slip off her tongue" about how she truly feels. The relationship continues on and it "ends up right where it started from".
The girl is faced with the fact that she wants out of the relationship but just can't seem to let go. "It's obvious you are conflicted to carry on or just to nix it".
The second to the last verse is the narrator (friend speaking to girl) speaking, trying to persuade their friend to get out of the relationship and they want to hear what the girl is going to say to end the relationship "Let's hear it"
The last verse is the girl speaking to her friend (practicing what to say) or the boyfriend (letting it roll off her back and slip off her tongue)
"Im through trying to hold onto this, because you seem to be over it.
So kiss these almond eyes goodbye, because this, this is the last time you'll see them cry."
