I'm not really thinking of Davey's life story here because it's not relevant to the art of song writing, in my opinion. In my interpretation, it doesn't matter who wrote the song; all that matters is the words that were written. So here it goes:

I think the song is from the point of view from a man who wishes to be a martyr. He's been unjustly attacked and now he needs to tell his story. He's just waiting for someone to tell it to. Some people have heard his story before, but for one reason or another, no one has learned from it. He's saying "The proof is right here! I am your example! You've seen what this does, why don't you change?"

It seems like he's just trying so hard to be heard, but the power relies on the ear of the listener. It doesn't matter how much this man forewarns, if no one soaks it up, nothing will change. If he is continuously ignored, how can his story help to solve anything?

"Time time time, we're not waiting..." Seems to be from the second point of view, the casual listener who doesn't seem to absorb the message. Rather, the listeners find the warning to be a burden.

But still, the warning story teller offers to support the weight of the other fallen with his experience as well. Rather than letting those who have suffered suffer alone, he joins them, if for nothing but the warmth of company.

Wow, this is a beautiful song.
